EDF has identified former sites it owns in France that are capable of quickly accommodating high-power data centre projects. These sites are ideally located for connection to the public transmission grid, enabling project implementation times to be optimised.

On 22 December 2025, EDF launched a new call for expressions of interest (AMI) on the site of a former thermal power plant in the commune of Loire-sur-Rhône to host a high-power data centre.

To support digital companies in the development of their projects, EDF offers:

  • Land that can be quickly mobilised, with strong potential for electrical connection, significantly reducing completion times.

  • Personalised support throughout all the necessary steps for their project, from design to commissioning.

  • Electricity supply and service offerings tailored to meet the specific needs of interested operators.

This AMI aims to select digital companies capable of designing, building and operating high-power data centres. The selection of the winner with whom exclusive negotiations will be conducted will be based on objective, transparent and non-discriminatory criteria, including:

  • A solid technical, legal and financial structure.
  • A project compatible with the characteristics of the site and existing constraints, particularly in terms of environmental footprint.

This AMI will not involve the sale of land but rather a building lease.

Indicative schedule

  • 22 December 2025: launch of the call for expressions of interest.
  • 19 January 2026: deadline for submitting expressions of interest.
  • 27 February 2026: deadline for project leaders to submit their initial proposals.
  • April 2026 (date to be confirmed): deadline for project leaders to submit their final proposals.
  • April 2026: Selection of a prospective winner, with a view to concluding a preliminary agreement and then a building lease.
